Provision of healthy quarters suitable for a European is a necessity. Thinking that the recent extension of bungalows may afford the opportunity, I earnestly beg to urge my request in this respect.

Service Background

I have been in the Colonial Service for 13 years, having joined the Police Force. After completion of 7 years' service, I was transferred to the Civil Service in May 1885. I may mention that there are several members of the Hong Kong Civil Service who are privileged with quarters, notably the Chief Clerks at the Magistracy and Post Office; also, I have heard that the same allowance is granted to the Storekeeper in the Government Prison Service.
